What is the State Fondo di Garanzia?
The Fondo Centrale di Garanzia is a State tool for subsidized loans. It is managed by Banca del Mezzogiorno Medio Credito Centrale Spa (Invitalia Group), key contact for both banks and companies.
What kind of guarantee does the Fondo di Garanzia offer?
The Fund offers a guarantee that may be configured as a high value surety, due to 0% risk weight, which help banks releases resources and SMEs access to credit.
How can companies access the State Fondo di Garanzia?
Companies (beneficiaries) CANNOT APPLY DIRECTLY for a State guaranteed loan; they have to do it via either a qualified intermediary or a bank (the applicant) – with the exception of microcredit operations and operations in favor of the “female entrepreneurships” special section.
LAW 662/1996
NSA is specialized in handling the process to obtain the State guarantee of the Fondo di Garanzia managed by MCC, as per the Law n. 662/1996. NSA supports both banks and enterprises through the whole financing process and the guarantee’s duration.
- NSA guides bank in the application to MCC (Medio Credito Centrale);
- After a thorough selection of target companies, based on balance-sheet criteria previously shared with the bank, NSA contacts the prospective customers;
- NSA takes care of gathering the necessary documentation from companies - contactless and digitally through a dedicated portal;
- NSA carries out the company eligibility analysis, fixing the loan amount within the authorized limit;
- NSA draws up a report based on a in-depth analysis of the company’s financial position, matching information provided by the company itself and data related to the economic sector to which the company belongs;
- NSA acquires the anti-mafia certification, digitally signed by the client;
- NSA also handles any guarantee foreclosure on behalf of the bank;
- NSA finally handles the documentation archiving on behalf of the bank.
SACE
Since the introduction of SACE SIMEST, as per D.L. 23/2020 under the guidance of MEF, NSA acquired the warrant to offer State counter-guaranteed loans to Italian SMEs during the pandemic.
NSA specialized in handling the process to apply for the SACE Guarantee and supporting both banks and enterprises through the financing procedures and the guarantee’s duration.
- NSA guides banks through the application proceedings at SACE;
- After an in-depth selection of target companies, based on balance-sheet criteria previously shared with the bank, NSA contacts the prospective client;
- NSA takes care of gathering the necessary documentation from companies - contactless and digitally, through a dedicated portal. The client may access the portal directly any time;
- NSA carries out the eligibility analysis on companies, fixing the applicable loan amount;
- NSA draws up a report based on an in-depth analysis of the company’s balance-sheet (and possible respective economic Group’s), the effects of the pandemic on its financial position, an outlook based on information and business plan provided by the company itself, along with data related to the economic sector the Company belongs to;
- After the bank deliberation, NSA loads the guarantee application on the SACE portal with the necessary attachments, including the anti-Mafia certificate, all digitally signed by the client;
- NSA supports banks during the quarterly monitoring, for the correct auditing of both the bank and the company’s commitments;
- On behalf of the bank, NSA also handles any guarantee foreclosure;
- NSA finally handles the final archiving of all documents on behalf of the bank.
